Our people
Legislative drafting and publishing is a highly specialised field.
OQPC has a highly skilled, professional workforce employed under the Public Service Act 2008. Our employees have a keen sense of the public importance of our work, and are committed to maintaining the highest standards in drafting and access to legislation.
OQPC's office is located at 111 George Street, Brisbane and staff mostly work from this office. However, they also have the flexibility to work remotely.
Executive Management
The Parliamentary Counsel is the chief executive of OQPC. Together with the two Deputy Parliamentary Counsel (Legislative Program) and the Executive Director, Legislation and Business Services, the Parliamentary Counsel forms the office's Executive Management Group and provides strategic leadership for the office.
Legislative Drafting Services
Specialist legislative drafters, who are all qualified Australian lawyers, draft Bills, amendments to Bills and subordinate legislation. They provide advice to drafting clients about the legal and practical context for legislative proposals, ways of achieving policy objectives, the application of fundamental legislative principles and compatibility with human rights.
Four teams of legislative drafters comprise the office's Legislative Drafting Services, and are led by the Deputy Parliamentary Counsel.
Legislation Editing and Publishing Services
The Legislation Editing and Publishing Services team (LEaPS) publishes legislation and information relating to legislation. Skilled legislation editing and publishing officers carry out high-level quality checks of draft legislation to ensure it is error-free and consistent with current drafting practices and styles. They prepare reprints of legislation for publication usually within three business days (and often sooner) of amendments taking effect.
Information and Technology Services
The Information and Technology Services team (ITS) provides in-house support for OQPC's legislative drafting and publishing system, development, project and service management and other information and technology services.
Corporate Services
The Corporate Services team (CS) provides human resources, finance and administration management and support services for the office.
